Not every item is clean. Low OCR confidence, no client match, or content that shouldn't auto-dispatch all need an operator to step in before the grace window elapses.

Steps

1. Identify why the item isn't clean (OCR, match, or content). (TODO)
2. Hold or defer it so it isn't dispatched. (TODO)
3. Fix what's fixable — re-run OCR, correct the match. (TODO)
4. Escalate to a Correspondence Reviewer if needed. (TODO)
